Introduction * The Government of Rwanda (GoR) represented by the Ministry of Agriculture and Animal Resources (MINAGRI) has received funding from Development Partners to support the Strategic Capacity Building Initiative (SCBI) for the priority sector of agriculture. The Crop Intensification Programme has been very successful in increasing production of staple food crops, through improvements to smallholder productivity, and helping Rwanda achieve food self-sufficiency. However, the effectiveness of the agricultural extension system remains a constraint on further increases in production. Extension agents have weak links to the research service, and often lack the means to move around rural areas, or the knowledge on specialised topics. In order to sustain the current rate of agricultural sector growth, MINAGRI and its implementing agency, the Rwanda Agriculture Board, need to develop an extension system that is more accountable to farmers and with highly skilled agents. * It is in this regard that the Ministry would like to recruit an Expert in Agricultural Extension to support the Deputy Director-General of Extension in the Rwanda Agriculture Board (RAB). 1. Job Description * Take the lead in providing support to MINAGRI in its extension activities with smallholder farmers in Rwanda. * Act as a lead advisor to the Deputy Director-General of Extension in RAB, the Permanent Secretary and Minister of MINAGRI in all matters related to agricultural extension. * Conduct a review sub-sector capacity, with reference to agricultural extension, focusing specifically on : o Reviewing different approaches and service delivery models in agricultural extension, including participatory and traditional approaches ; o Knowledge management skills and techniques ; o Relationship between research and extension with a view to strengthening communication and coordination ; o Evaluating the success and capacity gaps in the Farmer Field School approach and innovation platforms being adopted ; and o Understanding the capacity constraints in the Department of Extension in RAB, including skills and personnel gaps. * Conduct a baseline study, based on the priority capacity gaps identified in the review, to clearly gauge the levels of capacity in the sub-sector, against which progress can be measured * Develop a capacity-building work-plan with ambitious and achievable targets for improvements in capacity, responding to the gaps identified in the initial review * Directly support and build capacity of identified Ministry staff (3 people will be appointed as counterparts), focusing on the capacity gaps identified in the baseline study, through : * Advising on the appropriate mix of interventions to be applied in the Government’s approach to extension ; * Providing training for staff in RAB, District Councils and other institutions ; * Developing a comprehensive and workable research and extension strategy for Government ; and * Proposing new models of organisation to improve proximity of extension workers to smallholder farmers. 1. 4. Minimum Qualifications & Experience * At least a Masters Degree in agricultural science or a related field, with a specialism in research and extension ; * Minimum of 10 years work experience in agricultural extension ; * Knowledge and experience of international best practice in terms of agricultural extension as it pertains to smallholder farmers in Africa. * Experience in on-the-job training and mentoring in organisations * Computer literate in common software packages such as Excel is essential * Must have good knowledge of Rwandan agriculture sector * Must have an excellent command of English. Speaking French is an advantage. * Must have demonstrated experience in capacity-building, and knowledge and skills transfer * Must be able to work under pressure and link with multi-disciplinary experts. 1. 5. Work duration : * The length of the assignment will be 1 year starting in November 2011. It may be renewable subject to performance. 1. 6. Reporting obligations * The expert will report to the Deputy Director-General of Extension in RAB to undertake the specified activities. However, they also lack experience in entrepreneurial activities, and many of them have not yet acquired experience in successfully carrying out joint actions for the benefit of their membership. * It is in this regard that the Ministry would like to recruit an Expert in Cooperative Development to support the Deputy Director-General of Extension in the Rwanda Agriculture Board (RAB), the implementing agency of MINAGRI. 1. While crop production continues to increase through productivity, giving higher yields, sustainability and revenue generation depend on the success of the entire value-chain. In particular with surplus production, it was seen to be important to have in place a strategic on post-harvest handling and storage that seeks to mitigate certain inefficiencies that are present in Rwanda. Furthermore, given that there is a continued reliance on rainfed agriculture and that Rwanda is landlocked and surrounded by other food insecure countries, supporting infrastructures that allow for the storage of food will allow Rwanda to develop its agriculture. MINAGRI is supporting post-harvest infrastructure through large-scale purchases of warehouses, drying grounds, silos and grain stocks. * It is in this regard that the Ministry would like to recruit a Grain Storage Expert to support the Post Harvest Handling and Storage Task Force in the Ministry of Agriculture and Animal Resources. 1. Job Description * Take the lead in providing support in the activities of the Post Harvest Handling and Storage in MINAGRI. * Act as a lead advisor to the Chair of the Post Harvest Handling and Storage (PHHS) Task Force, the Permanent Secretary and Minister of MINAGRI in all matters related to grain storage. * Conduct a review sub-sector capacity, with reference to PHHS, focusing specifically on : o National grain quality management for all staple crops ; o Current national capacity for grain storage, including quality assurance practices, management capabilities, geographic placements, and metric volumes ; o Methods used to estimate national grain reserves’ needs, with a view to provide guidance in best methods for estimating national reserves figures ; * Development of a national strategic grain reserves policy, including a manual to facilitate national policy ; o Procurement and establishment of steel storage silos appropriate for Rwanda ; o National regulations for all storage facilities, including routine maintenance schedules and performance evaluation checklists ; * Conduct a baseline study, based on the priority capacity gaps identified in the review, to clearly gauge the levels of capacity in the sub-sector, against which progress can be measured, focusing specifically on (1) extension staff to train and assist grain storage managers ; (2) grain storage managers in properly supervising the maintenance and use of grain storage silos ; and (3) MINAGRI to oversee the national strategic grain reserves policy ; * Develop a capacity-building work-plan with ambitious and achievable targets for improvements in capacity, responding to the gaps identified in the initial review, and the needs of the groups identified above ; * Directly support and build capacity of identified Ministry staff (3 people will be appointed as counterparts) to deliver PHHS Strategy in Rwanda, focusing on the capacity gaps identified in the baseline study, through : * Creating site-appropriate training materials related to proper maintenance of steel storage silos, including cooling and ventilation, insect infestation management, and hygiene in storage facilities ; * Providing Training of Trainers for extension staff on proper maintenance of steel storage silos, including cooling and ventilation, insect infestation management, and hygiene in storage facilities ; * Providing back-stopping support for all extension staff ; * Preparing draft technical documents for international, intergovernmental and expert group meetings and assists in drafting relevant reports. 1. 31. Minimum Qualifications & Experience * Bachelor’s Degree in Agronomy, Agricultural Economics, Agribusiness, or related field ; * Minimum of fifteen years of relevant experience in agriculture, especially in developing countries ; * Minimum of eight years of specific experience in the management and operation of metal grain storage silos, including intake and distribution systems ; * Familiarity with issues related to the development of agriculture in Sub-Saharan Africa, including the challenges in addressing food security and poverty alleviation ; * Ability to assist in the formulation of policies relevant to national strategic reserves of commodities ; * Experience in the development of training materials specifically adapted for user populations ; * Ability to use adapted materials to train at various knowledge/skills levels in management, maintenance, and efficient use of grain storage silos ; * Should be able to work in multicultural setting, in a good team spirit ; * Must be computer literate ; * Proficiency in English ; * Prior work experience in Africa ; * Experience of undertaking similar assignments in developing countries ; and * Knowledge of Rwanda’s (or similar country) farming practice. 1. 32. Background to Recruitment * The GoR sees Agriculture development as a key catalyst to engender long-term sustainable growth and remove thousands out of poverty. Sanitary and Phytosanitary (SPS) services remain the key to trade in agricultural commodities across the globe. In Africa, most economies rely heavily in Agriculture as the backbone of to their economies and contribute directly to their GDP. Movement of plants, plant products and regulated articles is governed by regulations set by the International Plant Protection Convention (IPPC) and World Trade Organisation (WTO) SPS agreement for the contracting parties/ countries. The establishment of National Plant Protection Organisation (NPPO) or its equivalence has shown that Phytosanitary concerns in trade can adequately be addressed. Rwanda is seeking to do just that. Importantly, the NPPO are formed within the legal framework of sovereign states and become a legal entity recognised by trading partners to implement Phytosanitary requirements of plants and plant products in trade under the IPPC and WTO SPS agreement. It is the national body that is recognised by other governments to implement Phytosanitary concerns at ports of exit or origin of plant products. MINAGRI is looking to build this institution and seeks an SPS expert to spearhead the process. * It is in this regard that the Ministry would like to recruit a Sanitary and Phytosanitary Expert to support the Director-General of Inspection Services in the Ministry of Agriculture and Animal Resources. 1. Job Description * Take the lead in providing support in the activities of SPS and inspection services to MINAGRI. * Act as a lead advisor to the Director-General of Inspection Services, the Permanent Secretary and Minister of MINAGRI in all matters related to Sanitary and Phytosanitary services. * Conduct a review sub-sector capacity, with reference to SPS, focusing specifically on : o Developing a Phytosanitary unit organisation structure comprised of relevant functions (exports, imports, risk analysis and surveillance, Phytosanitary measures and trade, entry/exit points control) o Staff and personnel requirements o Processes and work flows within SPS o Operational ICT programs for data processing * Conduct a baseline study, based on the priority capacity gaps identified in the review, to clearly gauge the levels of capacity in the sub-sector, against which progress can be measured * Develop a capacity-building work-plan with ambitious and achievable targets for improvements in capacity, responding to the gaps identified in the initial review * Directly support and build capacity of identified Ministry staff (3 people will be appointed as counterparts) to revise, plan and deliver the establishment of SPS in Rwanda, focusing on the capacity gaps identified in the baseline study, through : * Developing training modules for the Phytosanitary technical staff * Providing training of personnel within the unit on specific areas of operation * Mentoring the staff on use of new systems and processes * Supervising the implementation of all activities functionalising the Phytosanitary unit * Providing monitoring and evaluation of the implementation process * Providing for the maximum utilization of resources * Making recommendations for internships in developed NPPO systems * Making recommendations for resources required for the operations of a phytosanitary unit 1. 40. Minimum Qualifications & Experience * At least a Masters Degree in the agricultural related fields, of any of the following ; pathology, entomology, crop production and protection, horticulture * Minimum of 7 years work experience in national plant protection organisations, with particular experience in the leadership positions * Knowledge and experience of international SPS issues, with particular understanding of East African regulations and best practices. * Experience in on-the-job training and mentoring in SPS in organisations * Computer literate in common software packages such as Excel is essential * Must have good knowledge of Rwandan agriculture sector * Must have an excellent command of English. Speaking French is an advantage. * Must have demonstrated experience in capacity-building, and knowledge and skills transfer * Must be able to work under pressure and link with multi-disciplinary experts. 1. 41. Work duration : * The length of the assignment will be 1 year starting on in October 2011. It may be renewable subject to performance. 1. 42. Reporting obligations * The expert will report to the Director-General of Inspection Services to undertake the specified activities. In terms of reporting, there are two reports. * The expert should write a report every quarter on progress against agreed targets in the work-plan, and submit the report to the Director-General of Inspection Services and PS MINAGRI for discussion at a quarterly meeting. * The expert’s performance in capacity building will also be directly assessed by a MINAGRI official who will write a short quarterly report on the consultant’s coaching progress. * This will also be reviewed quarterly in the same meeting by the Director-General of Inspection Services and the PS MINAGRI. Introduction * The Government of Rwanda (GoR) represented by the Ministry of Agriculture and Animal Resources (MINAGRI) has received funding from Development Partners to support the Strategic Capacity Building Initiative (SCBI) for the priority sector of agriculture. The SCBI is supervised by the Public Sector Capacity Building Secretariat and is meant to fill strategic gaps in the delivery chain of agriculture production. * In order to facilitate implementation the GoR intends to use part of these funds for the recruitment of a Senior Economist. * We are therefore inviting applications from eligible candidates to provide evidence that they are qualified and experienced to perform the tasks outlined in the job description below. 1. Background to Recruitment * The GoR sees Agriculture development as a key catalyst to engender long-term sustainable growth and remove thousands out of poverty. While crop production continues to increase through productivity, giving higher yields, sustainability and revenue generation depend on the success of the entire value-chain. Rigorous planning by public and private sector actor, based on clear economic analysis, will be necessary at each stage of the value-chain, from procurement of vital inputs to value addition and marketing activities. Over recent years, improved planning and analytical capacity at the central-level in MINAGRI, has strengthened the sector. However, further capacity development at the level of the delivery agency responsible for implementing sector priorities, the Rwanda Agriculture Board (RAB), is needed to build on these improvements and support extension and research. * It is in this regard that the Ministry would like to recruit a Senior Economist to support the Planning Department of the Rwanda Agriculture Board. 1. Job Description * Take the lead in providing support in the activities of the Planning Department in RAB. * Act as a lead advisor to the Director-General of RAB, the Permanent Secretary and Minister of MINAGRI in all matters related to economic analysis, forecasting and planning. * Conduct a review sub-sector capacity, with reference to economic planning, focusing specifically on : o Conducting a microeconomic analysis of key domestic input markets, including fertiliser and seed markets ; o Conducting a microeconomic analysis of key commodity markets, focusing on the staple food crops under the Crop Intensification Programme ; o Reviewing the potential of key staple food crops for value addition and processing ; o Methods used to analyse price movements and market dynamics within RAB ; * Capacity to draw on analysis to produce forecasts for key production inputs and outputs ; * Linkages between RAB and institutions with complementary or overlapping mandates, including MINICOM, Rwanda Development Board (RDB), the National Agricultural Export Board (NAEB) and MINAGRI o Processes and systems for disseminating forecasts and analysis to relevant stakeholders within the sector ; and o Processes and systems for planning RAB activities, and developing business plans, on the basis of economic analysis. * Conduct a baseline study, based on the priority capacity gaps identified in the review, to clearly gauge the levels of capacity in the sub-sector, against which progress can be measured ; * Develop a capacity-building work-plan with ambitious and achievable targets for improvements in capacity, responding to the gaps identified in the initial review, and the needs of the groups identified above ; * Directly support and build capacity of identified Ministry staff (3 people will be appointed as counterparts) to undertake robust economic analysis and plan the activities of RAB in supporting increased agricultural production, focusing on the capacity gaps identified in the baseline study, through : * Providing training and coaching of staff in the Planning Department of RAB, and in the Districts ; * Improving systems to collect, analyse and disseminate data on key input and commodity value-chains relevant to the Government’s agricultural development strategy ; * Designing coordination mechanisms for RAB to work alongside MINAGRI, RDB and MINICOM ; * Designing a more effective planning system for RAB activities, specifically as they relate to production, value addition and marketing of staple food crops. 1. 49. Minimum Qualifications & Experience * Master’s Degree in Agricultural Economics (PhD preferred), with a strong background in monitoring and evaluation ; * Minimum of fifteen years of relevant experience in agriculture, especially in developing countries ; * Familiarity with issues related to the development of agriculture in Sub-Saharan Africa, including the challenges in addressing food security and poverty alleviation ; * Ability to assist in collecting, analysing and forecasting market data ; * Experience in the development of training materials, and coaching junior staff ; * Should be able to work in multicultural setting, in a good team spirit ; * Must be computer literate ; * Proficiency in English ; * Prior work experience in Africa ; * Experience of undertaking similar assignments in developing countries ; and * Knowledge of Rwanda’s (or similar country) farming practice. 1. 50.
